WHO Confronts Significant Workforce Cuts Following United States Financial Withdrawal

The global public health agency has announced intentions to reduce its staff by almost a quarter – amounting to more than 2,000 jobs – before mid-2026.

Financial Shortfall Prompts Substantial Reorganization

This move follows after the US, previously the agency's biggest donor, withdrew financial support previously this year.

The US government was responsible for about 18% of the agency's overall funding, causing a substantial budgetary shortfall.

Projected Staff Reductions

According to internal projections, the workforce is expected to drop from 9,401 positions in early 2025 to around seven thousand and thirty by June 2026.

The decrease of two thousand three hundred and seventy-one positions includes staff reductions, retirements, and natural attrition.

"The past year has been among the most difficult in WHO's existence, while we undertook a painful but necessary journey of prioritization and realignment," commented the organization's leader.

Budget Shortfall Remains

This Geneva-based organization now confronts a funding shortfall of 1.06 billion dollars for the upcoming period, amounting to almost a fourth of its total budget.

The figure marks an improvement from a previous estimated gap of $1.7bn noted in May.

Not Included Funding

The budget calculations exclude a further $1.1bn in potential contributions from ongoing negotiations with various donors.

The spokesperson for the agency noted that the present unfunded portion of the biennial budget is in fact smaller than in previous periods, crediting this to multiple reasons:

  • A smaller overall budget
  • The launch of a new donor outreach effort
  • An increase in member states' required contributions

The realignment initiative is currently nearing its end, paving the way for the agency to progress with a renewed structure.
